UNITED KINGDOM (2008)

With an international student enrollment of over 389,000 students in the 2007/2008 academic year, the United Kingdom is the second largest host of international students after the United States. The UK attracts large numbers of students from Asia, the United States, and other places of origin within Europe.   Methodolgy & Sources

The Higher Education Statistics Agency (HESA) is the primary organization responsible for international student data collection. The Department for Innovation, Universities and Skills (DIUS) sets governmental policies regarding data collection. HESA collects data from individual universities and colleges on an annual basis. For purposes of collection, students are defined by their country of domicile, i.e., "the student’s permanent or home address prior to entry to the programme of study." International students are those who are not UK-domiciled. Based on this current methodology, HESA data is available from 2002-2003 onward. Data are collected on: gender; field of study; academic level; name of host institution attended; degree/qualification/credential awarded; nationality and sources of student financial support (although not an obligatory field so gaps remain).

Note The total international student figure includes "Incoming Visiting and Exchange Students." In 2007-08, 24,950 overseas domiciled students were classed as "visiting or exchange students;" other sources (e.g., Universities UK) choose not to include these students in their figures in order to avoid "double-counting" students (as there are some cases where an overseas exchange student could be counted when the UK exchange student--with whom the overseas student is exchanging--has already been counted). HESA includes the visiting and exchange students in its totals to include all international students, whether they are in the UK for 1 semester or for several years, and whether they are exchanging with a UK student or visiting for a portion of their course.
